UN Security Council Approves Trump's Gaza Strip Initiative

A Security Council has approved proposals put forward by Donald Trump for achieving a long-term stability in the Gaza Strip, encompassing the introduction of an global peacekeeping force and a potential route to a sovereign Palestinian state.

Broad Backing with Key Absent Votes

The proposal was adopted by a tally of thirteen in favor, with China and Russia abstaining. Washington's diplomat Mike Waltz told the UN assembly that it charted “a different path in the Middle East for both sides and all the people of the area alike”.

Negotiated Wording on Sovereignty

Incorporation of allusions to an independent Palestine was the trade-off the United States agreed to for backing from the Arab states, who are expected to supply stabilisation troops for the international stabilisation force (ISF).

“The transitional arrangements that we begin today must be implemented in accordance with global standards and respecting Palestinian sovereignty,” the UK chargé d’affaires stated.

Netanyahu's Objection Persists

Nonetheless, on the eve of the resolution approval, Israeli prime minister Benjamin Netanyahu reaffirmed his government’s firm resistance to the formation of a independent Palestinian entity, casting doubt on whether Tel Aviv will permit the enactment of the internationally endorsed measures.

Key Provisions of the Proposal

  • Swift elimination of ongoing restrictions on relief supplies into the strip
  • Establishment of an international stabilisation force
  • Progress on reconstruction and a possible “avenue to Palestinian self-determination and sovereignty”

Ambiguous Phrasing and Conditions

The inclusion to Palestinian statehood was a compromise addition to an initial US draft which omitted it. But the wording is unclear and contingent, stating only that once the PA has reformed itself and the reconstruction of the strip is advancing, “the situation may finally be in readiness for a credible pathway to Palestinian sovereignty and sovereignty.”

International Response

The wording fell far short of the strong guarantee to the building of a Palestinian state next to Israel requested by Arab countries, as well as European delegates, but in statements to the chamber after the approval, representatives from those countries said they were willing to endorse the agreement in the benefit of continuing the ongoing cessation of hostilities and swift steps to assist and secure the millions of Palestinian residents in Gaza.

“We has ultimately decided to endorse of this document, a resolution that we support its main goal, namely the maintenance of the cessation of hostilities and the formation of conditions enabling the Palestinian population to assert their fundamental rights to independence and sovereignty,” Amar Bendjama declared.

Practical Difficulties

This measure gives overall oversight authority to a “board of peace” chaired by Trump, but of unspecified participants. The group has to inform the international body but it is not obligated by the preferences of the United Nations or by the Palestinian leadership.

Additionally, it requires the establishment of a expert Palestinian panel that is supposed to run day-to-day governance of the territory and the distribution of aid, but it is far from clear who would take part.

Security Force Mandate

The authority of the global force empowers it to remove and dissolve militant organizations in the strip, but it is far from clear that potential participating nations would be willing to engage such organizations. No country has to date committed itself to contributing forces.

Moreover the requirements for reform of the Palestinian Authority, the requirement towards steps to Palestinian statehood, have been vague.

European officials said they viewed it as pressing that the members of the expert panel to distribute aid was agreed as promptly.
